WHAT IS A VISA?
     
  Visa is the approval for entering the Republic of Croatia and for a stay of up to 90 days or for transit through the territory of the Republic of Croatia.

Mere possession of a visa does not grant the entry to the Republic of Croatia. Other legal requirements for granting an alien the entry to the Republic of Croatia must also be met (Articles 31 and 34 of the Aliens Act, Official Gazette No. 79/07).

The visa regime is prescribed by the Croatian Government .

An alien may not work in the territory of the Republic of Croatia on the basis of a visa.

 
   
  TYPES OF VISAS
     
 
  • TRAVEL VISA
    Travel visa may be issued for one, two or multiple entries into the Republic of Croatia, for tourist, business, personal or other purposes.
    Validity period of a travel visa is up to one year.
    Continuous stay or total duration of consecutive stays may not exceed 90 days in the period of 6 months, counting from the date of first entry.
  • TRANSIT VISA
    Transit visa may be issued one, two or exceptionally several transits through the territory of the Republic of Croatia, with a validity period of up to 6 months.
    On the basis of a transit visa, an alien may stay in the Republic of Croatia for a period of up to 5 days upon each journey. Transit visa may be issued to an alien if he/she has secured entry into the state to which he/she is travelling.

  • AIRPORT TRANSIT VISA
    As a general rule, an alien who shall not leave the international transit area in between flights at a Croatian airport or on international flights shall not require a visa.
    By way of derogation from that rule, the Croatian Government may stipulate that nationals of certain countries and holders of travel document issued by authorities of such countries shall require an airport-transit visa.
    This visa is issued for one, two or several transits through the airport international transit area, with validity period of up to 3 months.

  • VISA IN A COMMON TRAVEL DOCUMENT
    This is a transit visa for a single transit, or a travel visa limited to a maximum of thirty days, which may be issued to a group of between 5 and 50 people, in a common travel document, provided that the members of the group enter the territory of the Republic of Croatia, stay there and leave it as a group.

    The leader of the group shall possess an individual passport in which, where necessary, an individual visa is affixed.

 
     
   
  VISA APPLICATION FORM
     
 

Visa application shall be lodged on the form prescribed by Article 2 of the Ordinance on Visa Forms (Official Gazette No. 49/08).

An applicant shall fill in the visa application form and sign it.

A visa application for an alien minor or an alien deprived of his/her business capacity shall be submitted by his/her legal representative, who shall sign the form.

  PROCEDURE
     
  Aliens who are subject to visa requirement are obliged to apply for a visa prior to their entry into the Republic of Croatia, at the responsible Croatian diplomatic mission/consular post.

If there is no Croatian diplomatic mission or consular post in the applicant's country, application for visa may be submitted to the nearest Croatian diplomatic mission/consular post.

As a general rule, an alien shall lodge a visa application personally. Exceptionally, an alien need not lodge the application personally, but he/she shall present him/herself when called upon by the diplomatic mission/consular post.

A visa application for an alien minor or an alien deprived of his/her business capacity shall be submitted by his/her legal representative.

A visa application shall be lodged no sooner than three (3) months prior to the date of the intended trip.

Aliens shall enclose the following documents with the application:

  • valid travel document
  • the period of validity of the travel document should exceed that of the visa's by three months
  • colour photo 35x45 mm
  • supporting documents that prove:
    • the purpose of the journey to the Republic of Croatia,
    • ensured accommodation,
    • means of subsistence to cover their stay in the Republic of Croatia and the return to their country of origin or to a third country have been provided,
    • means of transport and their intention to return to their country of origin or to a third country
    • travel health insurance

 
     

   
  LETTER OF GUARANTEE FOR AN ALIEN
     
 

1. An alien is on a private visit, invited by a natural person

An alien coming to the Republic of Croatia for a private visit shall enclose to the visa application the letter of guarantee, as a proof of the purpose of his/her visit, filled out by a guarantor-natural person from Croatia.

The content of the letter of guarantee is stipulated by the Ordinance on Visas, Annex 2 (Official Gazette No. 49/08).

Guarantor-natural person may be a Croatian national or an alien with granted residence in Croatia, who receives income or has financial means in the Republic of Croatia.

Guarantor-natural person shall enclose to the letter of guarantee a proof of continuous source of income in the Republic of Croatia during the last three months (certificate of salary, certificate of pension) or a corresponding proof of possessing funds in the bank.

Guarantor's signature on the letter of guarantee shall be certified by a public notary.

If the guarantor is present on the occasion of lodging the visa application, the signature on the letter of guarantee may also be certified:

  • by the Croatian diplomatic mission/consular post if he/she is a Croatian national, or
  • by the competent authority of the receiving state, is he/she is an alien.

A letter of guarantee which contains a statement of consent to the seizure and a certified guarantor's signature shall have the effect of a legally effective decision of execution, and it shall be issued in one copy.

The diplomatic mission/consular post with which the alien has lodged his/her visa application for the purpose of a private visit shall keep the original copy of the letter of guarantee in the case file.

The applicant shall be handed out a certified photocopy of the letter of guarantee, so that he/she may present a proof of the purpose of his/her stay in the Republic of Croatia if requested so by a body competent for state border control.

2. An alien is on a business visit, invited by a legal person

An alien coming to the Republic of Croatia for a business visit shall enclose to the visa application the letter of guarantee, as a proof of the purpose of his/her visit, filled out by a guarantor-legal person from Croatia.

Guarantor-legal person shall enclose to the letter of guarantee a document proving its liquidity ("Bon 1" or "Bon 2" or certificate of the commercial court that no liquidation proceedings have been initiated, etc.).

A letter of guarantee shall be signed by the person authorised to represent the guarantor and certified by an official stamp.

The diplomatic mission/consular post with which the alien has lodged his/her visa application for the purpose of a business visit shall keep the original copy of the letter of guarantee in the case file.

The applicant shall be handed out a certified photocopy of the letter of guarantee, so that he/she may present a proof of the purpose of his/her stay in the Republic of Croatia if requested so by a body competent for state border control.

  HEALTH OR TRAVEL HEALTH INSURANCE
     
 

An appropriate and valid health or travel health insurance covers the costs that might occur during a foreigner’s stay in the Republic of Croatia in regard to the return to his homeland due to health reasons, urgent medical assistance and/or urgent hospital treatment.

Applicants for travel visas for one or two entries have to provide a proof of health insurance and a policy of an appropriate and valid travel health insurance covering the entire period of their stay in the Republic of Croatia.

Applicants for travel visas for an unlimited number of entries have to provide a proof of health insurance and a policy of an appropriate and valid travel health insurance covering the period of their first stay in the Republic of Croatia.

Furthermore, applicants for travel visas for an unlimited number of entries have to fill out a statement regarding health or travel health insurance for subsequent visits.

Applicants are obliged to take out travel health insurance with an insurance company in the country of stay. If that is not possible, travel health insurance needs to be taken out in another country.

Physical or legal persons from the Republic of Croatia inviting the applicant can on his behalf take out travel health insurance with an insurance company from the Republic of Croatia.

The lowest sum insured must be in kuna equivalent of €30,000.

Pursuant to Article 29 paragraph 1 of the Act on the Government of the Republic of Croatia (Official Gazette 101/98, 15/00, 117/01, 199/03 and 30/04) and Article 15 paragraph 3 and Article 209 of the Aliens Act (Official Gazette 79/07), the Government of the Republic of Croatia, at its session held on 4 April 2008, adopted the following

 

REGULATION ON THE VISA REGIME

Article 1

This Regulation lays down the visa regime of the Republic of Croatia and financial means that a foreign national needs in order to cover his/her subsistence during his/her stay in the Republic of Croatia and return to the country of origin or transit to a third country.

Article 2

Nationals of the following states do not require a visa for entering the Republic of Croatia and for a stay of up to 90 days or for passing through the territory of the Republic of Croatia:

  1. Principality of Andorra, Argentine Republic, Australia, Republic of Austria, Kingdom of Belgium, Bosnia and Herzegovina, Federative Republic of Brazil, Brunei Darussalam, Republic of Bulgaria, Canada, Republic of Chile, Republic of Costa Rica, Republic of Cyprus, Czech Republic, Kingdom of Denmark, Republic of Estonia, Republic of Finland, French Republic, Federal Republic of Germany, Republic of Guatemala, Hellenic Republic, Republic of Honduras, Republic of Hungary, Republic of Iceland, Ireland, State of Israel, Italian Republic, Japan, Republic of Korea, Republic of Latvia, Principality of Liechtenstein, Republic of Lithuania, Grand Duchy of Luxemburg, Republic of Macedonia, Malaysia, Republic of Malta, United Mexican States, Principality of Monaco, Republic of Nicaragua, Kingdom of the Netherlands, New Zealand, Kingdom of Norway, Republic of Panama, Republic of Paraguay, Republic of Poland, Portuguese Republic, Romania, Republic of El Salvador, Republic of San Marino, Republic of Singapore, Slovak Republic, Republic of Slovenia, Kingdom of Spain, Kingdom of Sweden, Swiss Confederation, Republic of Turkey, United Kingdom of Great Britain and Northern Ireland, Eastern Republic of Uruguay, United States of America, Vatican City State, Bolivarian Republic of Venezuela.

The exemption from the visa requirement also applies to the holders of valid travel documents issued in the Hong Kong Special Administrative Region of the People’s Republic of China and in the Macao Special Administrative Region of the People’s Republic of China.
The exemption from the visa requirement also applies to the following holders of valid travel documents of the Kingdom of Great Britain and Northern Ireland:

  1. British Nationals (Overseas);
  2. British Overseas Territories Citizens who have the right of abode in the United Kingdom, and
  3. British Subjects who have the right of abode in the United Kingdom.

Article 3

Nationals of the following states may enter the Republic of Croatia with a valid identity card or a document confirming their identity and nationality:

  1. European Economic Area (further: EEA), Principality of Andorra, Principality of Monaco, Republic of San Marino, Vatican City State, Swiss Confederation.

Article 4

Nationals of the following states require a visa for entering the Republic of Croatia and for a stay of up to 90 days as well as for passing through the territory of the Republic of Croatia:

  1. Islamic Republic of Afghanistan, Republic of Albania, People’s Democratic Republic of Algeria, Republic of Angola, Antigua and Barbuda, Republic of Armenia, Azerbaijani Republic, Commonwealth of the Bahamas, Kingdom of Bahrain, People’s Republic of Bangladesh, Barbados, Republic of Belarus, Belize, Republic of Benin, Kingdom of Bhutan, Republic of Bolivia, Republic of Botswana, Burkina Faso, Republic of Burundi, Kingdom of Cambodia, Republic of Cameroon, Republic of Cape Verde, Central African Republic, Republic of Chad, People’s Republic of China, Republic of Columbia, Union of the Comoros, Democratic Republic of Congo, Republic of the Congo, Republic of Côte d’Ivoire, Republic of Cuba, Republic of Djibouti, Commonwealth of Dominica, Dominican Republic, Republic of Ecuador, Arab Republic of Egypt, Republic of Equatorial Guinea, Eritrea, Federal Democratic Republic of Ethiopia, Republic of the Fiji Islands, Gabonese Republic, Republic of The Gambia, Republic of Georgia, Republic of Ghana, Grenada, Republic of Guinea, Republic of Guinea-Bissau, Republic of Guyana, Republic of Haiti, Republic of India, Republic of Indonesia, Islamic Republic of Iran, Republic of Iraq, Jamaica, Hashemite Kingdom of Jordon, Republic of Kazakhstan, Republic of Kenya, Republic of Kiribati, Democratic People’s Republic of Korea, State of Kuwait, Kyrgyz Republic, Lao People’s Democratic Republic, Lebanese Republic, Republic of Liberia, Socialist People’s Libyan Arab Jamahiriya, Kingdom of Lesotho, Republic of Madagascar, Republic of Malawi, Republic of Maldives, Republic of Mali, Republic of the Marshall Islands, Islamic Republic of Mauritania, Republic of Mauritius, Federated States of Micronesia, Republic of Moldova, Mongolia, Montenegro, Kingdom of Morocco, Republic of Mozambique, Union of Myanmar, Republic of Namibia, Republic of Nauru, Federal Democratic Republic of Nepal, Republic of Niger, Federal Republic of Nigeria, Sultanate of Oman, Islamic Republic of Pakistan, Republic of Palau, Papua New Guinea, Republic of Peru, Republic of the Philippines, State of Qatar, Rwandese Republic, Russian Federation, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Independent State of Samoa, Democratic Republic of Sao Tome and Principe, Kingdom of Saudi Arabia, Republic of Senegal, Republic of Serbia, Republic of Seychelles, Republic of Sierra Leone, Solomon Islands, Somali Republic, Republic of South Africa, Democratic Socialist Republic of Sri Lanka, Republic of Sudan, Republic of Suriname, Kingdom of Swaziland, Syrian Arab Republic, Republic of Tajikistan, United Republic of Tanzania, Kingdom of Thailand, Democratic Republic of Timor-Leste, Togolese Republic, Kingdom of Tonga, Republic of Trinidad and Tobago, Republic of Tunisia, Turkmenistan, Tuvalu, Republic of Uganda, Ukraine, United Arab Emirates, Republic of Uzbekistan, Republic of Vanuatu, Socialist Republic of Viet Nam, Republic of Zambia, Republic of Zimbabwe, Republic of Yemen.

The visa requirement also applies to holders of travel documents issued in the territory of Taiwan, People's Republic of China.
The visa requirement also applies to holders of travel documents issued in the territory of the Palestinian Authority, the entity not fully recognised as a subject in terms of international law.
The visa requirement also applies to the following holders of valid travel documents of the United Kingdom of Great Britain and Northern Ireland:

  1. British Overseas Territories Citizens who do not have the right of abode in the United Kingdom,
  2. British Overseas Citizens,
  3. British Protected Persons, and
  4. British Subjects who do not have the right of abode in the United Kingdom.

The Government of the Republic of Croatia may introduce a provisional suspension of the visa regime for a certain period, for nationals of some states.

Article 5

By way of exception from Article 4 of this Regulation, unless stipulated otherwise by international agreements, holders of valid diplomatic and service passports of the following states do not require a visa for entering the Republic of Croatia and for a stay of up to 90 days or for passing through the territory of the Republic of Croatia.

  1. Republic of Albania, Republic of Armenia, Republic of Bolivia, People’s Republic of China, Republic of Cuba, Arab Republic of Egypt, Republic of India, Republic of Indonesia, Islamic Republic of Iran, Republic of Moldova, Montenegro, Kingdom of Morocco, Republic of the Philippines, Russian Federation, Republic of Serbia, Republic of South Africa, Kingdom of Thailand, Republic of Tunisia, Ukraine.

By way of exception from Article 4 of this Regulation, holders of valid diplomatic passports of the Hashemite Kingdom of Jordon do not require a visa for entering the Republic of Croatia and for a stay of up to 90 days or for passing through the territory of the Republic of Croatia.

Article 6

By way of exception from Article 4 of this Regulation, holders of valid diplomatic, service or ordinary passports, if they are accredited to the Diplomatic Protocol of the Ministry of Foreign Affairs and European Integration of the Republic of Croatia, and if a seal of the Diplomatic Protocol of the Ministry of Foreign Affairs and European Integration has been affixed to their passport and a special identity card has been issued to them, do not require a visa for entering the Republic of Croatia.
For the purpose of this Regulation, ordinary passports shall be the passports issued by states to their nationals pursuant to the general regulations on the issuance of travel documents, granting their holders no special privileges.

Article 7

By way of exception from Article 4 of this Regulation, nationals of the Russian Federation, holders of valid ordinary passports, do not need a visa for entering the Republic of Croatia if they have:

  1. a certified letter of guarantee by a natural or legal person; or
  2. a voucher on a paid tourist package.

Article 8

By way of exception from Article 4 of this Regulation, unless stipulated otherwise by international agreements, the Government of the Republic of Croatia may, under the condition of reciprocity, decide upon exemption from the visa regime for nationals of certain states, holders of valid ordinary passports, who are:

  1. members of civilian flight crews, if the general declaration and flight schedule contain the appropriate confirmation and notation;
  2. members of civilian flight crews or accompany staff on emergency or rescue flights, if the general declaration and flight schedule contain the appropriate confirmation and notation;
  3. members of civilian ship crews, if they are listed in the ship staff register and crew list.

Article 9

Nationals of the following states are obliged to obtain an airport-transit visa:

  1. Islamic Republic of Afghanistan, People’s Republic of Bangladesh, Democratic Republic of Congo, Eritrea, Federal Democratic Republic of Ethiopia, Republic of Ghana, Islamic Republic of Iran, Republic of Iraq, Federal Republic of Nigeria, Islamic Republic of Pakistan, Somali Democratic Republic, Democratic Socialist Republic of Sri Lanka.

By way of exception from paragraph 1 of this Article, nationals of the above listed countries, holders of valid ordinary passports, do not require an airport-transit visa if they are in possession of a residence permit issued by one of the following states:

  1. EEA member states, Principality of Andorra, Principality of Monaco, Republic of San Marino, Swiss Confederation, United States of America, Vatican City State.

The requirement of an airport-transit visa does not apply to holders of valid diplomatic, service or special passports.

Article 10

Holders of the following valid special travel documents or equally valid travel documents are obliged to obtain a visa for entering the Republic of Croatia and for a stay of up to 90 days and for passing through the territory of the Republic of Croatia:

  1. travel documents for refugees issued by signatory states to the Geneva Convention Relating to the Status of Refugees of 28 July 1951,
  2. travel documents for stateless persons issued by signatory states to the Geneva Convention Relating to the Status of Stateless Persons of 28 September 1954,
  3. travel documents for foreign nationals,
  4. travel documents issued by the UN Interim Administration Mission in Kosovo (UNMIK).

By way of exception from paragraph 1 of this Article, holders of valid travel documents for refugees or travel documents for stateless persons issued in:

  1. EEA member states, Principality of Andorra, Principality of Monaco, Republic of San Marino, Swiss Confederation, United States of America, Vatican City State

do not require a visa for entering the Republic of Croatia and for a stay of up to 90 days or for passing through the national territory of the Republic of Croatia.
By way of exception from paragraph 1 of this Article, holders of valid travel documents issued in:

  1. EEA member states, Principality of Andorra, Principality of Monaco, Republic of San Marino, Swiss Confederation, United States of America, Vatican City State,

do not require a visa for entering the Republic of Croatia and for a stay of up to 90 days or for passing through the national territory of the Republic of Croatia if the holder is enabled to return to the country of document issuance.
Holders of valid special travel documents issued in the states listed in Article 9 paragraph 1. of this Regulation are obliged to obtain an airport-transit visa.

Article 11

Holders of valid special travel documents issued by the United Nations or its specialized institutions (Laissez-Passer) do not require a visa for entering the Republic of Croatia and for a stay of up to 90 days or for passing through the national territory of the Republic of Croatia.

Article 12

A foreign national submitting an application for a visa to a diplomatic mission or a consular office of the Republic of Croatia is obliged to prove that he/she has sufficient financial means to cover his/her subsistence during his/her stay in the Republic of Croatia and his/her return to the country of origin or transit to a third country.
When a foreign national enters the Republic of Croatia, a body in charge of state border crossing control is authorised to request him/her to present financial means necessary to cover his/her subsistence during his/her stay in the Republic of Croatia and return to the country of origin or transit to a third country.
The amount of financial means from paragraphs 1 and 2 of this Article is fixed at the equivalent of 100 € (in words: one hundred euros) per day of the estimated stay in the Republic of Croatia.
If a foreign national is in possession of a certified letter of guarantee by a natural or legal person from the Republic of Croatia, proof of a tourist booking or a similar document, he/she is obliged to present proof that he/she possesses the amount equivalent to 50 € (in words: fifty euros) per day of the estimated stay in the Republic of Croatia.

Article 13

On the date of the entry into force of this Regulation, the Regulation on the visa regime (Official Gazette 127/05) shall cease to have effect.

Article 14

This Regulation shall enter into force on 1 May 2008.

Article 1

In Article 1 of the Visa Regime Regulation (Official Gazette 41/2008), the word “stay” is replaced with “short stay (henceforth: a stay of up to 90 days)”

Article 2

In Article 5 paragraph 1, added to the list of countries, in alphabetical order, are: “Republic of Columbia, Republic of Kazakhstan, Republic of Kosovo, and Republic of Peru”.

Paragraph 2 changes and reads:

“By way of exception from Article 4 of this Regulation, holders of valid diplomatic passports of the following countries do not require a visa for entering or staying for up to 90 days in the Republic of Croatia, or for passing through the national territory of the Republic of Croatia:

  • People's Democratic Republic of Algeria
  • Hashemite Kingdom of Jordan”

Article 3

This Regulation enters into force on the eighth day since its publishing in the Official Gazette.

REGULATION
ON THE AMENDMENTS TO THE VISA REGIME REGULATION

Article 1

In Article 2 paragraph 1 of the Visa Regime Regulation (Official Gazette no. 41/2008 and 56/2009), added to the list of countries in alphabetical order are: Antigua and Barbuda, Barbados, the Commonwealth of the Bahamas, Montenegro, the Republic of Mauritius, the Republic of Seychelles, the Republic of Serbia, as well as Saint Christopher and Nevis.

Article 2

In Article 4 paragraph 1, deleted from the list of countries are: Antigua and Barbuda, Barbados, the Commonwealth of the Bahamas, Montenegro, the Republic of Mauritius, the Republic of Seychelles, the Republic of Serbia, as well as Saint Christopher and Nevis.

Article 3

In Article 5 paragraph 1, added to the list of countries in alphabetical order are: the State of Qatar, the Sultanate of Oman, the United Arab Emirates, and the Socialist Republic of Vietnam.

Article 4

This Regulation will be published in the Official Gazette and will come into force January 1st 2010.
